Employing a Ukrainian citizen in 2026 — procedure and notification

Ukrainian citizens benefit from a simplified employment procedure. We explain the principle of notifying the entrustment of work, its link with the legality of residence and why the current state of the law should be verified.

1. A separate procedure for Ukrainian citizens

The employment of Ukrainian citizens is governed, among others, by the special act on assistance to Ukrainian citizens in connection with the armed conflict, which provides a simplified route to legal work (as a rule after notifying the competent authority), alongside the general rules.

2. Notification of employment

Under the simplified procedure the employer notifies the entrustment of work to a Ukrainian citizen (electronically, via the system). This is a faster route than a standard permit.

To be verified: the rules concerning Ukrainian citizens have been amended many times, including in 2025–2026 (UKR status, transitional provisions). Check the current state of the law before hiring.

3. Residence and work

The legal residence of Ukrainian citizens (including UKR status and residence cards) may be subject to separate deadlines and conversions. Residence issues are best considered together with employment.

4. Recommendation

Given the changing rules, we recommend verifying the basis of residence and the applicable employment procedure for each Ukrainian citizen before work begins.
